  Local Govt. Infrastructure Surtax; provides that resolution of district
  school board providing for receipt of proceeds of local government
  infrastructure surtax authorized under specified provision may include
  covenant to decrease capital local school property taxes or to
  discontinue surtax in certain circumstances. Amends 1011.715.  EFFECTIVE
  DATE: Upon becoming law.
