  delays date by which Education Commissioner must approve use of
  specified standardized tests as alternative to grade 10 Fla.
  Comprehensive Assessment Test (FCAT); allows passage of alternative
  tests to satisfy assessment requirement for students graduating from
  high school in 2003-2004 school year, subject to certain conditions,
  etc. Amends 1008.22, 1003.433; repeals 1008.301.  EFFECTIVE DATE: Upon
  becoming law.
