Water Resources; Requires water management districts to assist
independent special districts in determining certain adverse effects on
Outstanding Florida Waters under specified conditions; authorizes
independent special districts to use funds for mitigation of such
adverse effects. EFFECTIVE DATE: 07/01/2010.
