Public Display of a Noose; Prohibits person from placing noose in public
place, on property of another without first obtaining written permission
of owner or occupier of property, or in exhibit of any kind with
intention of intimidating another person; provides circumstances under
which provisions of act apply. EFFECTIVE DATE: 07/01/2010.
