  Community College Student Fees/Transportation [SPSC]; Authorizes
  community college boards of trustees to establish a transportation
  access fee. Limits the amount of the fee. Provides a timeframe for a fee
  increase and implementation of an increase. Prohibits the inclusion of
  the fee in calculating the amount a student receives under Florida
  Bright Futures Scholarship Program awards.  EFFECTIVE DATE: 07/01/2010.
