S116 GENERAL BILL by Bullard Debtors and Collectors [CPSC]; Requires lenders or creditors to verify the identity of persons applying for a loan, credit card, or extension of credit. Provides that the knowing and willful use of personal identifying information of another individual creates a rebuttable presumption. Provides for the forfeiture of indebtedness for failure of the lender or creditor to verify an applicant's identity.
