  State Budgeting and Planning; Provides that limitation on total number
  of authorized positions within state agency or entity of judicial branch
  does not apply to certain positions within DOH; deletes exception for
  requesting additional positions within DOC in excess of number of
  positions authorized for 2009-2010 fiscal year.  EFFECTIVE DATE:
