S2616 GENERAL BILL by Siplin (Compare CS/CS/2ND ENG/H 1073, CS/CS/S 2118) Students with Disabilities in Public Schools [SPSC]; Requires that manual physical restraint, mechanical restraint, and seclusion be used in an emergency or as part of a comprehensive behavior intervention plan developed by a certified behavior analyst and approved by an individual education plan team under certain circumstances. Provides restrictions on the use of such restraints and seclusion.
