Handbill Distribution; Requires that permission to distribute handbills
be written; provides additional penalties; specifies that certain items
are subject to seizure & forfeiture; Revises definition of term
"contraband" to include items subject to seizure & forfeiture for
certain violations of handbill distribution statute, etc. EFFECTIVE
DATE: 10/01/2010.
