  Apportionment; provides for apportionment of House of Representatives &
  Senate (plan S17S0022); adopts United States Decennial Census of 2000
  for use in such apportionment; provides for omitted areas; provides
  contiguity for areas specified for inclusion in one district which are
  entirely surrounded by other districts; provides severability of invalid
  portions; provides for application beginning in 2002.
