A bill to be entitled
2An act relating to the practice of medicine; creating s.
3458.3096, F.S.; prohibiting medical residency, licensure,
4or practice under certain circumstances; providing an
5exception; providing an effective date.

7Be It Enacted by the Legislature of the State of Florida:
8
9     Section 1.  Section 458.3096, Florida Statutes, is created
10to read:
11     458.3096  Prohibition of medical residency, licensure, or
12practice in the state; grounds for prohibition; exception.--
13     (1)  Notwithstanding any other provision of law to the
14contrary, any United States citizen or United States resident
15who travels to Cuba to receive medical training or a medical
16degree is prohibited from undertaking his or her medical
17residency in the state, from being licensed to practice medicine
18in the state, and from practicing medicine in any capacity in
19the state.
20     (2)  This prohibition does not apply to any native or
21citizen of Cuba who received his or her medical training or
22medical degree in Cuba prior to immigrating to the United
23States.
24     Section 2.  This act shall take effect July 1, 2008.
