A bill to be entitled
2An act relating to migrant labor; amending s. 450.191,
3F.S.; authorizing migrant workers as an advisory source on
4certain issues for the Executive Office of the Governor;
5authorizing the Executive Office of the Governor to
6provide coordination for farm labor registration; amending
7s. 450.201, F.S.; requiring the Legislative Commission on
8Migrant Labor to review certain issues related to migrant
9workers; amending s. 450.211, F.S.; expanding the
10membership of the Legislative Commission on Migrant
11Labor's advisory committee; providing an effective date.

13Be It Enacted by the Legislature of the State of Florida:
14
15     Section 1.  Paragraphs (a) and (c) of subsection (1) of
16section 450.191, Florida Statutes, are amended to read:
17     450.191  Executive Office of the Governor; powers and
18duties.--
19     (1)  The Executive Office of the Governor is authorized and
20directed to:
21     (a)  Advise and consult with employers of migrant workers
22and their employers as to the ways and means of improving living
23and working conditions of seasonal workers;
24     (c)  Provide coordination for the enforcement of ss.
25381.008-381.0088 and ss. 450.27-450.38;
26     Section 2.  Section 450.201, Florida Statutes, is amended
27to read:
28     450.201  Legislative Commission on Migrant Labor;
29membership; filling vacancies.--
30     (1)  There is created a permanent joint committee of the
31Florida Legislature to be known as the Legislative Commission on
32Migrant Labor, to be composed of three members of the Senate,
33appointed by the President of the Senate, and three members of
34the House of Representatives, appointed by the Speaker of the
35House. One member from each house shall be a member of the
36minority party. Any vacancy in the commission shall be filled by
37the respective presiding officer from the membership of the
38legislative body from which the vacancy occurred. However, a
39member who ceases to be a member of the legislative body from
40which appointed shall continue to be a member of the commission
41until the next succeeding regular session of the Legislature, at
42which the commission shall render its report to the Legislature.
43     (2)  The commission shall be responsible for reviewing
44issues of critical state concern to the farming and migrant
45industry, including migrant housing, basic rights of migrant
46workers, and fair business practices.
47     Section 3.  Section 450.211, Florida Statutes, is amended
48to read:
49     450.211  Advisory committee; membership.--The Legislative
50Commission on Migrant Labor is authorized and directed to
51establish an advisory committee, which shall contain the
52following membership:
53     (1)  One member representing the Department of Community
54Affairs.;
55     (2)  One member representing the Department of Health.;
56     (3)  One member representing the Department of Agriculture
57and Consumer Services.;
58     (4)  One member representing the Department of Education.;
59     (5)  One member representing the Florida Farm Bureau
60Federation.;
61     (6)  One member representing the Florida State Federated
62Labor Council.;
63     (7)  One member representing the Florida Fruit and
64Vegetable Association.;
65     (8)  One member representing the Citrus Industrial
66Council.;
67     (9)  One member representing the Florida Sugar Cane
68League.;
69     (10)  One member representing the Executive Office of the
70Governor Not fewer than two or more than four other persons
71selected and appointed by the commission.
72     (11)  One member, who is not for profit, representing
73migrant social services.
74     (12)  One member representing the Department of Business
75and Professional Regulation.
76     (13)  One member representing the Agency for Workforce
77Innovation.
78     (14)  One member representing the Department of Children
79and Family Services.
80     Section 4.  This act shall take effect upon becoming a law.
