    1                        A bill to be entitled                      
    2         An act relating to the James E. “Jim” King, Jr., State
    3         Reserve; designating certain lands located in Marion
    4         and Putnam Counties as the James E. “Jim” King, Jr.,
    5         State Reserve; requiring that the Office of Greenways
    6         and Trails within the Department of Environmental
    7         Protection develop multipurpose recreational
    8         opportunities and provide for the care, maintenance,
    9         and beautification of the state reserve; prohibiting
   10         substantial alterations to the state reserve;
   11         providing for public hunting in the state reserve;
   12         authorizing the Division of State Lands within the
   13         department to acquire adjacent or contiguous property
   14         to the state reserve; providing an effective date.
   15  
   16  Be It Enacted by the Legislature of the State of Florida:
   17  
   18         Section 1. James E. “Jim” King, Jr., State Reserve;
   19  designation.—
   20         (1) The lands located in Marion and Putnam Counties,
   21  including all state-owned lands located within the floodplain of
   22  the Oklawaha River, and any lands acquired by the state from the
   23  Eureka Dam in Marion County to the Buckman Lock in Putnam County
   24  are designated and established as a state reserve, which shall
   25  be known as the James E. “Jim” King, Jr., State Reserve. The
   26  Office of Greenways and Trails within the Department of
   27  Environmental Protection shall oversee the state reserve;
   28  develop multipurpose recreational opportunities; and provide for
   29  the care, maintenance, and beautification of the state reserve,
   30  including all the dams, locks, and other structures transferred
   31  to the state by the Federal Government. The lands located within
   32  the state reserve as they existed on January 1, 2010, may not be
   33  substantially altered unless otherwise provided by law. However,
   34  this section does not preclude the office from performing the
   35  necessary maintenance and improvements required for the
   36  continued operation of the dams, locks, or other structures and
   37  facilities located within the state reserve.
   38         (2) Public hunting is permitted in the state reserve as
   39  authorized by the Fish and Wildlife Conservation Commission.
   40         (3) The Division of State Lands within the Department of
   41  Environmental Protection may acquire, on behalf of the Board of
   42  Trustees of the Internal Improvement Trust Fund, any additional
   43  property adjacent or contiguous to the James E. “Jim” King, Jr.,
   44  State Reserve from private owners or from the Federal Government
   45  for improving management and recreational opportunities.
   46         Section 2. This act shall take effect January 1, 2011.
