    1                        A bill to be entitled                      
    2         An act relating to exceptions for aircraft
    3         manufacturing in comprehensive plan concurrency
    4         requirements; amending s. 163.3180, F.S.; exempting
    5         aircraft hangers used for the assembly or manufacture
    6         of aircraft from certain transportation concurrency
    7         requirements; providing an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Paragraph (b) of subsection (4) of section
   12  163.3180, Florida Statutes, is amended to read:
   13         163.3180 Concurrency.—
   14         (4)
   15         (b) The concurrency requirement as implemented in local
   16  comprehensive plans does not apply to public transit facilities.
   17  For the purposes of this paragraph, public transit facilities
   18  include transit stations and terminals; transit station parking;
   19  park-and-ride lots; intermodal public transit connection or
   20  transfer facilities; fixed bus, guideway, and rail stations; and
   21  airport passenger terminals and concourses, air cargo
   22  facilities, and hangars for the assembly, manufacture,
   23  maintenance, or storage of aircraft. As used in this paragraph,
   24  the terms “terminals” and “transit facilities” do not include
   25  seaports or commercial or residential development constructed in
   26  conjunction with a public transit facility.
   27         Section 2. This act shall take effect July 1, 2010.
