    2         An act relating to postsecondary tuition; providing a
    3         short title; creating s. 1009.295, F.S.; requiring the
    4         student catalog, application packet, and fee invoice
    5         to separately identify tuition and all fees required
    6         by each public postsecondary institution; providing an
    7         effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. This act may be cited as the “Transparency in
   12  Tuition Act.”
   13         Section 2. Section 1009.295, Florida Statutes, is created
   14  to read:
   15         1009.295Tuition transparency.—
   16         (1)The student catalog and application packet for each
   17  public postsecondary institution in this state must provide a
   18  current tuition and fees schedule for residents and nonresidents
   19  which separately identifies the tuition, out-of-state fee, and
   20  each additional required fee authorized under this chapter, plus
   21  a list of optional fees, for each level of coursework offered.
   22  The catalog and application packet must also provide a statement
   23  describing the proportion of the full, per student,
   24  instructional cost that is covered by tuition and fees. The
   25  catalog and application packet containing this information must
   26  be posted on each institution’s website.
   27         (2)Each fee invoice submitted to a student for payment by
   28  a public postsecondary institution in this state must provide an
   29  itemized list that separately identifies the tuition, out-of
   30  state fee, and each additional fee charged, and the total of all
   31  tuition and fees owed.
   32         Section 3. This act shall take effect July 1, 2010.
