  1              Senate Concurrent Resolution No. ____

  2         A concurrent resolution renumbering current

  3         Joint Rule 8 and creating a new Joint Rule 8 of

  4         the Joint Rules of the Legislature relating to

  5         duties of the Joint Legislative Sales and Use

  6         Tax Exemption Review Committee.

  8  Be It Resolved by the Senate of the State of Florida, the

  9  House of Representatives Concurring:

10  

11         That current Joint Rule 8 of the Joint Rules of the

12  Legislature is renumbered as Joint Rule 9 and a new Joint Rule

13  8 is created to read:

14                         JOINT RULE EIGHT

15          JOINT LEGISLATIVE SALES AND USE TAX EXEMPTION

16                         REVIEW COMMITTEE

17  8.1--Filing and Introduction of Committee Bills

18         At the regular session following submission of each

19  annual report to the President of the Senate and the Speaker

20  of the House of Representatives recommending the modification

21  or repeal of exemptions from the general state sales and use

22  tax, the Joint Legislative Sales and Use Tax Exemption Review

23  Committee must file for introduction in both houses of the

24  Legislature bills presenting for modification or repeal those

25  exemptions from the general state sales and use tax which were

26  subject to the review and recommendations of the committee in

27  the report submitted immediately prior to the session in which

28  introduced. Each bill filed by the committee must be

29  restricted to a single exemption from the general state sales

30  and use tax and must be submitted to a vote of the members of

31  the house of the Legislature in which introduced no later than

 1  the eighth week of the session in which introduced, unless the

 2  substance of the bill has already been voted on by the members

 3  of the other house of the Legislature in another bill during

 4  that session and defeated. In addition, each bill filed by the

 5  committee which receives a majority vote in the house of the

 6  Legislature in which introduced must be submitted to a vote of

 7  the members of the other house of the Legislature during that

 8  session, unless the substance of the bill has already been

 9  voted on by the members of the other house of the Legislature

10  in another bill during that session and defeated.

11  8.2--Meetings to Consider Proposed Bills; Notice

12         The committee may hold meetings to consider bills

13  proposed by the committee under this rule. Not less than 7

14  days prior to a meeting of the committee to consider its

15  proposed bills, a notice of the meeting, stating the proposed

16  bills to be considered and the date, time, and place of the

17  meeting, shall be filed with the Secretary of the Senate when

18  the chair is a Senator or with the Clerk of the House of

19  Representatives when the chair is a Representative. The

20  Secretary or the Clerk shall distribute notice to the

21  Legislature and the public, consistent with the rules and

22  policies of their respective houses.

23  8.3--Proceedings Governing Consideration of Proposed Bills

24         All proceedings of the committee at which a proposed

25  bill of the committee is considered shall be governed by the

26  rules of the Senate when the chair is a Senator and by the

27  rules of the House of Representatives when the chair is a

28  Representative, except as otherwise provided in this rule.

 2  9.1 8.1--Continuing Existence of Joint Rules

 3         All joint rules adopted by concurrent resolution, and

 4  amendments thereto, shall continue in effect from session to

 5  session or Legislature to Legislature until repealed by

 6  concurrent resolution.
