11  Senator Lynn moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 41, line 24,
15         through page 44, line 9 delete those lines
16  
17  and insert:  
18         Section 20.  (1)  The Legislature finds that the
19  likelihood of a noncustodial parent paying child support is
20  directly related to the parent's employment and economic
21  situation, with the strongest predictor of paying child
22  support being the number of weeks a noncustodial parent works.
23  An accumulation of large child support debt upon release from
24  prison is unlikely to motivate a parent to work more, but
25  rather result in him or her not working at all or working in
26  the underground economy. This has negative consequences for
27  the parent and the State of Florida and ultimately, these
28  child support debts are not in the best interest of the child.
29         (2)  It is the intent of the Legislature for the
30  Department of Revenue to work collaboratively with the
31  Department of Corrections, the Agency for Workforce

SENATE AMENDMENT Bill No. CS for CS for CS for SB 160, 1st Eng. Amendment No. ___ Barcode 624252 1 Innovation, the Office of the State Courts Administrator, 2 local law enforcement, community-based and faith-based 3 organizations, and any additional stakeholders to: 4 (a) Identify strategies that would maximize an 5 inmate's chance of successfully reentering society and 6 reconnecting with his or her children by providing financial 7 and emotional support, without the burden of an unmanageable 8 amount of child support debt. 9 (b) Identify strategies for increasing the collection 10 of current support obligations from incarcerated parents 11 including collecting the appropriate data to develop the 12 strategies and educating the noncustodial parents on their 13 child support obligation. 14 (c) Identifying strategies for building collaboration 15 and data-sharing between the stakeholders, particularly the 16 Department of Revenue and the Department of Corrections, 17 relating to continuing the initiative to increase the 18 collection of child support from incarcerated parents. 19 (3) The Department of Revenue shall submit a report to 20 the Governor, President of the Senate, and Speaker of the 21 House of Representatives, by December 31, 2004, that includes 22 the data collected on noncustodial parents who are inmates and 23 the recommendations for implementing identified strategies. 24 25 26 ================ T I T L E A M E N D M E N T =============== 27 And the title is amended as follows: 28 On page 3, line 29, 29 through page 4, line 7, delete those lines 30 31 and insert: 2 10:32 PM 04/23/04 s0160.cf07.af
