11  Senator Bennett moved the following amendment:

13         Senate Amendment 
14         On page 12, lines 27-28, delete those lines
15  
16  and insert:  bear interest at the rate specified in s.
17  215.422. After July 1, 2005, such payments shall bear interest
18  at the rate of 1 percent per month, to the extent that the
19  Chief Financial Officer's replacement project for the state's
20  accounting and cash management systems (Project ASPIRE) is
21  operational for the particular affected public entities. After
22  January 1, 2006, all such payments due from public entities
23  shall bear interest at the rate of 1 percent per month.
