3     Amendment (with directory and title amendments)
4     Remove lines 266-291 and insert:
5chapter or an amount equal to $5.52 multiplied by the total
6state population, with determination of such population with
7respect to any fiscal year to be made on the basis of the most
8recent census estimate of the resident population of the state
9released by the Bureau of Census before the January 15th
10preceding the beginning of such fiscal year, shall be paid into
11the State Treasury to the credit of the State Housing Trust Fund
12and shall be used as follows:
13     (a)  Half of that amount shall be used for the purposes for
14which the State Housing Trust Fund was created and exists by
15law.
16     (b)  Half of that amount shall be paid into the State
17Treasury to the credit of the Local Government Housing Trust
18Fund and shall be used for the purposes for which the Local
19Government Housing Trust Fund was created and exists by law.
20     (10)  The lesser of eight and sixty-six fifty-seven
21hundredths percent of the remaining taxes collected under this
22chapter or an amount equal to $13.51 multiplied by the total
23state population, with determination of such population with
24respect to any fiscal year to be made on the basis of the most
25recent census estimate of the resident population of the state
26released by the Bureau of Census before the January 15th
27preceding the beginning of such fiscal year, shall be paid into
28the State Treasury to the credit of the State Housing Trust Fund
29and shall be used as follows:
30     (a)  Twelve and one-half percent of that amount shall be
31deposited into the State Housing Trust Fund and be expended by
32the Department of Community Affairs and by the Florida Housing
33Finance Corporation for the purposes for which the State Housing
34Trust Fund was created and exists by law.
35     (b)  Eighty-seven and one-half percent of that amount shall
36be distributed to the Local Government Housing Trust Fund and
37shall be used for the purposes for which the Local Government
38Housing Trust Fund was created and exists by law. Funds from
39this category may also be used to provide for state and local
40services to assist the homeless.
41     (17)  In the case of each fiscal year after fiscal year
422006-2007, the dollar amounts specified in subsections (9) and
43(10) shall be increased by a cost adjustment equal to such
44dollar amounts multiplied by the percentage by which the median
45sales price of a single-family home existing as of December of
46the calendar year preceding each fiscal year exceeds the sales
47price as of December 2004. For purposes of such subsections, the
48term "median sales price of a single-family home" means the
49price as determined by the Florida Sales Report released each
50year by the Florida Association of Realtors and the University
51of Florida Real Estate Research Center.
