4     Remove lines 2755-2758 and insert:
5     Section 55.  Section 903.286, Florida Statutes, is created
6to read:
7     903.286  Return of cash bond; requirement to withhold
8unpaid fines, fees, and court costs.--Notwithstanding the
9provisions of s. 903.31(2), the clerk of the court shall
10withhold from the return of a cash bond posted on behalf of a
11criminal defendant by a person other than a bail bond agent
12licensed pursuant to chapter 648 sufficient funds to pay any
13unpaid court fees, court costs, and criminal penalties. In the
14event that sufficient funds are not available to pay all unpaid
15court fees, court costs, and criminal penalties, the clerk of
16the court shall immediately obtain payment from the defendant or
17enroll the defendant in a payment plan pursuant to s. 28.246.
