3     Amendment (with title amendment)
4     On page 50, between line(s) 26 and 27,
6     Section 5.  Notwithstanding section 287.057(14)(a), Florida
7Statutes, the Department of Children and Family Services may
8enter into agreements, not to exceed 23 years, with a private
9contractor to finance, design, and construct a secure facility,
10as described in section 394.917, Florida Statutes, of at least
11600 beds and to operate all aspects of daily operations within
12the secure facility. The contractor may sponsor the issuance of
13tax-exempt certificates of participation or other securities to
14finance the project, and the state may enter into a lease-
15purchase agreement for the secure facility. The department shall
16begin the implementation of this privatization initiative by
17July 1, 2005. This section is repealed July 1, 2006.
