3     Amendment to Amendment (814009) (with title amendment)
4Between line(s) 1011 and 1012, insert:
5     Section 5.  Notwithstanding section 287.057(14)(a), Florida
6Statutes, the Department of Children and Family Services may
7enter into agreements, not to exceed 23 years, with a private
8contractor to finance, design, and construct a secure facility,
9as described in section 394.917, Florida Statutes, of at least
10600 beds and to operate all aspects of daily operations within
11the secure facility. The contractor may sponsor the issuance of
12tax-exempt certificates of participation or other securities to
13finance the project, and the state may enter into a lease-
14purchase agreement for the secure facility. The department shall
15begin the implementation of this privatization initiative by
16July 1, 2005. This section is repealed July 1, 2006.
