12  Appropriations (Fasano) recommended the following amendment:

14         Senate Amendment (with title amendment) 
15         On page 2, line 5,

17  insert:  
18         Section 1.  Section 311.22, Florida Statutes, is
19  created to read:
20         311.22  Additional authorization for funding certain
21  dredging projects.--
22         (1)  The Florida Seaport Transportation and Economic
23  Development Council shall establish a program to fund dredging
24  projects in counties having a population of fewer than 300,000
25  according to the last official census. Funds made available
26  under this program may be used to fund approved projects for
27  the dredging or deepening of channels, turning basins, or
28  harbors on a 50-50 matching basis with any port authority, as
29  such term is defined in s. 315.02(2), which complies with the
30  water quality provisions of s. 403.061 and the local financial
31  management and reporting provisions of part III of chapter

The 4 rules must provide criteria for evaluating the economic 5 benefit of the project. The rules must include the creation of 6 an administrative review process by the council which is 7 similar to the process contained in ss. 311.09(5)-(12), and 8 provide for a review by the Department of Community Affairs, 9 the Department of Transportation, and the Office of Tourism, 10 Trade, and Economic Development of all projects submitted for 11 funding under this section. 12 13 (Redesignate subsequent sections.) 14 15 16 ================ T I T L E A M E N D M E N T =============== 17 And the title is amended as follows: 18 On page 1, line 3, after the first semicolon, 19 20 insert: 21 creating s. 311.22, F.S.; establishing a 22 program to provide matching funds for dredging 23 projects in eligible counties; requiring that 24 funds appropriated under the program be used 25 for certain projects; requiring that the 26 Florida Seaport Transportation and Economic 27 Development Council adopt rules for evaluating 28 the dredging projects; providing criteria for 29 the rules; providing for a project-review 30 process by the Department of Community Affairs, 31 the Department of Transportation, and the 2 2:07 PM 04/11/05 s0718c-ta11-ta1
