11  The Committee on Children, Families, and Elder Affairs
12  (Storms) recommended the following amendment:
13  
14         Senate Amendment (with title amendment) 
15         Delete everything after the enacting clause
16  
17  and insert:  
18         Section 1.  Community-based pilot projects.--The Agency
19  for Persons with Disabilities and the Agency for Health Care
20  Administration shall establish pilot projects that demonstrate
21  strategies and methods for the provision of community-based
22  care to clients with developmental disabilities who are
23  currently served through a Medicaid home and community-based
24  services waiver program authorized under s. 409.906(13),
25  Florida Statutes. The projects shall document client outcomes
26  associated with the use of a valid needs assessment of client
27  level of need, set rates based on level of need, and
28  encourage/the use of community-centered services and supports.
29  The pilot projects shall establish strong financial controls
30  in order to ensure predictable and controlled annual costs.
31  Medicaid service delivery, including, but not limited to,

Florida Senate - 2007 COMMITTEE AMENDMENT Bill No. SB 1826 Barcode 154174 1 service authorization, fee setting, care management, and 2 monitoring shall be managed locally through the area offices 3 of the Agency for Persons with Disabilities in order to 4 encourage provider development. The Agency for Persons with 5 Disabilities shall submit a report detailing the progress, 6 strategies, specific models used, and recommendations for the 7 future direction of the pilot projects to the Executive Office 8 of the Governor, the President of the Senate, the Speaker of 9 the House of Representatives, and the health and human 10 services appropriations committees of the Legislature by March 11 1, 2008, and periodically thereafter. An advisory committee, 12 which includes representation from stakeholders such as 13 families, self-advocates, service providers, and advocacy 14 groups, shall annually evaluate the implementation of the 15 pilot projects. The pilot projects shall be implemented in 16 Area 1, Area 13, and parts of the Suncoast region of the 17 Agency for Persons with Disabilities by July 1, 2007. Further 18 expansion of these pilot projects requires legislative 19 approval. 20 Section 2.
