1Representative Attkisson offered the following:

3     Amendment (with title amendment)
4     Between lines 5707 and 5708, insert:
5     Section 105.  The Florida Public Service Commission shall
6conduct a study of each municipal electric utility's rates, of
7the rates charged by the utility to state and local government,
8public schools, community colleges, and state universities
9operating within its service territory, and how these rates
10compare with those of the utility's other ratepayers. In its
11study, the commission shall identify the costs associated with
12the generation, transmission, and distribution of electricity,
13as well as operating and maintenance costs and other costs
14generally incurred in the operation of an electric utility, and
15shall compare the costs with each municipal utility's rates. The
16commission has the authority to request from each municipal
17utility information, documents, and records necessary to conduct
18this study. The commission shall report its findings to the
19President of the Senate and the Speaker of the House of
20Representatives no later than January 2, 2009.
