EXPLANATION:
Clarifies that the $500,000 from the Welfare
Transition Trust Fund appropriated for a program to
promote healthy marriages shall be used for the
Marriage Education Grant Program, and provides
guidelines for operating the program.
NET IMPACT ON: Total Funds General Revenue Trust Funds Recurring - 0 0 0 Non-Recurring - 0 0 0 ______________________________________________________________________________________ Positions & Amounts Positions & Amounts DELETE INSERT CHILDREN AND FAMILY SERVICES, DEPARTMENT OF Services Program: Family Safety Program Family Safety And Preservation Services 60910310 In Section 03 On Page 079 312 Special Categories 103034 Grants And Aids - Child Protection IOEB Immediately following Specific Appropriation 312, DELETE: From the funds in Specific Appropriation 312, the non-recurring sum of $500,000 is appropriated from the Welfare Transition Trust Fund for a program to empower families and promote healthy marriages in Florida. Immediately following Specific Appropriation 312, INSERT: From the funds in Specific Appropriation 312, the nonrecurring sum of $500,000 is appropriated from the Welfare Transition Trust Fund for the Marriage Education Grant Program. These funds shall be used for grants to organizations that provide programs that prepare for, strengthen and restore healthy marriages in amounts not to exceed $50,000 per organization. In awarding these grants, preference shall be given to programs that are research-based and skills-based and either have or include certifications. to: Prepare/ Enrich; Start Smart; FOCCUS/ REFOCCUS; PAIRS; Mastering the Mysteries of Love (MML); Adventures in Marriage; Relate; PREP; Family Wellness; and Pick a Partner. Grant recipients may use grant funds for providing direct services to participants, enlarging program capacity, or paying other program and operational expenses, including provider training and technical assistance. The Department of Children and Families shall use no more than 5 percent of the funds appropriated for this program to contract with a Florida public college or university to establish a process for evaluating the programs receiving grants through this appropriation. Evaluation criteria shall be based on best practices and program outcomes.
